Conservation Commission Approves East Center Street Stormwater Permit, Continues Two Hearings

WEST BRIDGEWATER — November 18, 2025 — West Bridgewater Conservation Commission approved one stormwater permit and continued two public hearings at its November 18 meeting, directing applicants to coordinate with the Planning Board before returning. The commission unanimously issued a general stormwater permit to property owner John Meehan at 453 East Center Street, where engineer Scott Farrier of Homegrown Engineering presented plans to legitimize a long-standing contractor's yard and add a 42-by-48-foot storage garage, with a gravel swale added along the rear property line. A more complex proposal at Zero Maple Street — a nine-acre parcel near Route 24 that includes priority habitat for Blanding's turtle and falls within the Acamak Swamp Area of Critical Environmental Concern — was continued to December 2 after Conservation Agent Tim Hay authorized an independent Section 53G stormwater review and raised a concern that paving a portion of Maple Street could place a separately permitted property at 15 Maple Street in violation of its existing Natural Heritage conditions. The Zero Maple Street proposal, presented by PMP Consulting and ecologist Mark Cooperman of Ecoterra, includes more than 63,000 square feet of native-plant buffer restoration and a conservation easement covering six of the site's nine acres. A redevelopment plan at 790 North Main Street for an existing car wash, presented by engineer Kevin Davis of ET Engineering, was also continued to December 2 pending site plan review.
